As Director, Training & Development for DOJ’s Office of Inspector General, Dave oversees a variety of employee development initiatives for over 500 Auditors, Investigators, Attorneys and support staff. He has held similar positions with the Department of Agriculture, Department of the Navy, the U.S. Customs & Border Protection Agency and as a contractor for the Department of Labor.
Dave retired from the U.S. Navy as a Master Chief Petty Officer. There, he held various positions such as Human Capital Strategy Policy Advisor for the Chief of the Navy Reserve; Special Assistant to the Deputy Assistant Secretary of the Navy; and Senior Enlisted Leader for a major Navy training program. While in the Navy, he spent considerable time as an instructor and earned the Navy’s Master Training Specialist designation. In 2002, he was selected as the Navy Reserve’s top Senior Enlisted Leader.
Dave earned a Bachelor’s Degree in Business Administration; a Master’s Degree in Adult Education and Development and a Master’s Degree in Training and Performance Improvement along with a Master’s Certificate in the Phillip’s Return on Investment (ROI) methodology. He also has earned the following certifications:
§ Certified Performance Technologist (CPT) from the International Society for Performance Improvement (ISPI)
§ Certified ROI Professional (CRP) from the ROI Institute
§ Certified Knowledge Manager (CKM) from the Knowledge Management Institute (KMI)
§ Certified Trainer/Human Resources Development Consultant (CT/HRDC) from the International Board of Certified Trainers (IBCT).
Dave is the Vice President, Membership Services for ISPI’s Potomac Chapter; the United States Director for the International Board of Certified Trainers (IBCT) and past Co-Chairman, Executive Board for the National Association for Uniformed Services (NAUS). He also volunteers his time at the USO’s Warrior Center at Fort Belvoir. VA.
